While all seems calm on the Texas political front, we have already silently entered the 88th Texas Legislature before it is even officially in session.

Tuesday, January 10, 2023: 88th Legislature convenes at nHere are some key dates to remember:

Monday, November 14, 2022: Bill prefiling began. 


Monday, May 29, 2023: Adjournment sine die. (May be foon. 


Friday, March 10, 2023: 60-day bill filing deadline. ollowed by Special Sessiopn called by the Governor)


As of now, almost 1,000 Bills have already been filed.

OUR 8 LEGISLATIVE PRIORITIES FOR 2023

PROTECT OUR ELECTIONS: Restore felony penalties and enact civil penalties for Election Code violations, enforceable by any Texas jurisdiction, including the Texas Attorney General. Require citizenship verification of each voter. Restrict the distribution of mail-in ballots to only disabled, military, and citizens that are out of state. Reduce the time allowed for early voting, and eliminate the three-day gap between early voting and election day. Establish closed primaries in Texas. As technology evolves, we encourage the passage of legislation that ensures the security of our elections.

SECURE THE BORDER AND PROTECT TEXANS: Texas shall immediately deny all taxpayer funded services and subsidies to illegal aliens. We call upon the Governor to assert his duty under Article 1, Section 10, Clause 3 of the US Constitution to declare an invasion on our Texas border and do everything in his power to protect Texans from this invasion. The legislature shall direct the Governor to enter into an Interstate Compact with one or more states for Border Security.

BAN GENDER MODIFICATION OF CHILDREN: Texas must ban chemical castration, puberty blockers, cross-sex hormones, genital mutilation, bodily alteration surgery, psychological/social transitioning, and any other methods applied to or performed on children.

STOP SEXUALIZING TEXAS KIDS: Repeal Texas Penal Code “Obscenity Exemption” 43.24(c), which allows children access to harmful, explicit, or pornographic materials and 43.25(f)(2 3), which allows sexual performance by a child. In addition, prohibit teaching, exposure, and/or discussion of sexual matters (mechanics, feelings, orientation, or “gender identity” issues), and prohibit use or provision of related books and other materials using criminal, civil or other enforcement measures.

BAN DEMOCRAT CHAIRS: To ensure all legislative Republican priorities are given a fair opportunity to become law, the Republican-controlled Texas legislature shall adopt a rule that would end the practice of awarding committee chairmanships to Democrats.

ABOLISH ABORTION IN TEXAS: Abolish abortion by ensuring the right to life and equal protection of the laws to all preborn children from the moment of fertilization, including adopting effective tools to ensure the enforcement of our laws to protect life when district attorneys fail to do so.

DEFEND OUT GUN RIGHTS: Protect our gun rights against threats, such as red flag laws, federal, state or other restrictions, by strengthening and preserving our inalienable rights under the second amendment to protect our life, liberty and property. The Texas Legislature should eliminate gun-free zones.

PARENTAL RIGHTS & EDUCATIONAL FREEDOM: Parents are the primary decision makers for their children in all matters. This authority shall be protected as an inalienable right. This shall include the choice of schooling where the money follows the child without strings attached, and enforcement and penalty mechanisms when parents’ rights are violated. The right to education shall be free from any social theories.

Buckle up, Texas Republicans. The election is behind us, and it’s time to prepare for the 88th Legislative Session. After an election where Texas Republicans won every statewide office by double digits and grew our State Senate and House majorities, conservatives should expect a bold session focused on delivering the priorities Texas Republicans campaigned upon. In order to accomplish this, we will need your help, a lot of effort, and prayer.

The RPT convention delegates chose 8 Legislative Priorities this session:

  • Protect our Elections
  • Secure the Border and Protect Texans
  • Ban Gender Modification of Children
  • Stop Sexualizing Texas Kids
  • Ban Democrat Chairs
  • Abolish Abortion in Texas
  • Defend our Gun Rights
  • Parental Rights and Educational Freedom

Of course, there are other important issues RPT will be advocating for as well, like property taxes, fighting ESG, medical freedom, and protecting the grid. Chairman Rinaldi has created a Platform Advocacy Committee to address these important issues and others that are in our platform but are not priorities.

Our first priority of focus is Banning Democrat Chairs, which will likely receive a vote in the first few days of the session via an amendment to the proposed House rules. Currently, the Speaker awards chairmanships to Democrats as well as Republicans. Last session, despite a Republican majority, approximately 40% of House committees were chaired by Democrats. This must change! Our voters clearly gave Republicans a majority in the Legislature and expect Republicans to lead.

Why is this such an important issue?

1. Democrats in leadership have a pulpit and significant power over legislation. They control what bills are heard and what bills are voted upon.

2. The Democrat chairs fundraise off their chairmanships and use that money to defeat Republicans during elections.

3. There are 8 current Democrat members of the LGBT caucus who are committee chairs. If any of our bills to protect children from sexual orientation and gender ideology indoctrination end up in their committees, they will not advance.

4. When the Democrats broke quorum last session and fled to Washington D.C., Speaker Phelan indicated their chairmanships could not be revoked. So, if he is re-elected Speaker, he will not remove them, no matter what they do in their positions.

What can you do to encourage our representatives to vote for a rule change?

1. If you have not already done so, send a handwritten postcard to Speaker Phelan, asking that he not appoint Democrat committee chairs. The address is PO Box 2910, Austin, 78768. Also, send a postcard to your own Representative (Todd Hunter for most of us) - it's the same address. Don't forget to include your name and address on your postcard! We have postcards available at our HQ.

2. After you've sent a postcard, make phone calls to your own State Representative and Speaker Phelan's office, asking that they support the rule change to ban Democrat chairs. If they have already come out in favor of the rule change, thank them.

3. Ask your representative to make a public statement that he/she supports the Ban Democrat Chairs Legislative Priority. He/she can put it out in a formal statement, a Tweet, a Facebook post, say it in a public forum, or however, he or she chooses, as long as it’s public.

For your own Representative's number, if they are an incumbent, you can find their phone number by clicking here,y then click on the photo or name. For the new Freshman members, it will take a week or two for the lists to be updated online, but you can always contact them through their campaign websites until the State lists are updated.

AN IMPORTANT CALL FROM

THE REPUBLICAN PARTY OF TEXAS

Texas voters put their trust in the GOP. Now we need to give them results.

In the wake of an election that kept Republicans in all statewide offices, as it has for nearly 30 years, and grew GOP majorities in both houses of the Texas State Legislature, voters overwhelmingly indicated they want Republicans to lead this state. The GOP majority should respect the will of the voters and end the practice of sharing leadership with extreme left-wing Democrats.

Many Texans are surprised to learn that leadership of the Texas House gave 40% of committee chairmanships to Democrats last session, despite having a Republican majority. This includes putting Democrats in charge of important committees like Public Education, Business & Industry, and Criminal Jurisprudence. While these same Democrats have accused Gov. Abbott of promoting racial violence against Latinos, called for the impeachment of President Trump, and called law enforcement systemically racist.

House Republicans must end the practice of appointing Democrats to positions of power.

The Republican Party of Texas plans to hold our elected officials accountable if they decide to put woke Democrats in positions of power. GOP delegates and voters have spoken clearly on this issue.

Chairing a committee is a powerful position in Texas. It allows a Democrat to single-handedly block legislation from passing. It provides a bully pulpit for Democrats to push their far-left radical agenda. It allows Democrats to raise millions of dollars from lobbyists that are used to defeat our Republican candidates in elections. And once a Democrat is appointed chair, the Speaker has taken the position that they cannot be removed, no matter what they do in that position.

There is no excuse in the modern political era for giving control of the legislative process to a political rival that sees Republicans as racists, threats to democracy, or enemies of the State.

The Texas House of Representatives will adopt formal rules in one of their first meetings in early January.

THIS IS OUR ONLY CHANCE TO FORMALLY BAN DEMOCRAT COMMITTEE CHAIRS.

We need ALL Republican elected officials to publicly state they will BAN DEMOCRAT COMMITTEE CHAIRS in the House rules.

Here’s what we need you to do:

Step 1) Call your State Representative; a phone call is more effective than an email. If you don't know who your Representative is or their phone number, click here.

Step 2) Urge them to release a public statement (tweet, facebook post, mass email, or press release) supporting House Rules that ban Committee Chairs of the minority party. If they have already made a public statement banning Democrat Committee Chairs, thank them.

EXTRA CREDIT: Use the hashtag #NoDemChairs on social media to encourage your friends to call and keep track of who has made statements as well!
